
Andrew’s law practice has focused on government relations and administrative law, and he has significant experience working with local, state and federal government agencies, state legislatures and elected officials. Andrew represents national and local entities in all phases of administrative law with an emphasis on licensing, permitting, zoning and government hearings and investigations.
Prior to entering private practice, Andrew served as Chief of Staff to the Chair of the Joint Committee on Taxation of the Massachusetts Legislature. Andrew has also served in senior management positions and as counsel and consultant to more than 50 political and ballot question campaigns, including two races for Governor of Massachusetts.
In his community, Andrew has been a mayoral appointee to the Historical Preservation Commission in Somerville, Massachusetts and he was Chair of the Somerville Licensing Board for 12 years, wherein he presided over alcoholic beverage, food and entertainment licenses and related disciplinary hearings in the City of Somerville.
In his capacity as a lawyer, Andrew has appeared in municipal hearings across Massachusetts and before the Massachusetts Alcoholic Beverages Control Commission on thousands of applications, hearings and related proceedings in representing some of the nation’s most recognizable restaurant chains, hotels and other hospitality industry clients, as well as locally owned establishments in the food, beverage and hospitality industry.
Prior to forming the law firm of Upton Connell & Devlin, LLP with Attorneys Joseph H. Devlin and John P. Connell in 2021, Andrew was a partner at the Boston law firms of Holland & Knight and DiNicola, Seligson & Upton LLP.
