Joe has been practicing law since 1999, and he earned an undergraduate degree from Wheaton College in Norton, MA, and a law degree from Boston University School of Law.

Joe provides focused, high-level legal services to the hospitality industry and other businesses across Massachusetts and New Hampshire. Joe has developed a significant state-wide practice dealing with issues related to the hospitality industry, including alcohol beverage licensing, acquisitions, leases and finance, for both national hospitality companies and small business owners. Joe’s work has brought him to over more than half of the 351 municipalities located in Massachusetts, and he has developed relationships with many municipal and state officials, and industry leaders. Joe has completed numerous state-wide transfers for restaurant chains and hotel acquisitions over the years, and successfully concluded countless other business transactions, working with municipal licensing commissions, boards of health, the Massachusetts Division of Unemployment Assistance, the Department of Revenue and the ABCC to deliver effective and efficient service to his clients. Joe contributes his time to the development and improvement of the laws and regulations that govern the distribution of alcoholic beverages, including changes to restrictions that have been in place for many years, and routinely works with lobbyists, industry stakeholders and government officials on improving the system to the benefit of his clients and the industry as a whole.

Joe served as the vice-chair of the City of Newburyport License Commission for four years, and in November of 2019 was re-elected for a third term as an at-large councilor for the City of Newburyport, both of which has given him further insight into the intersection of business and regulation that helps inform and guide his practice. Joe is Chair of the Licensing and Permits Committee and a member of the General Government Committee, the former chair of the Public Safety Committee and was a member of the Ad Hoc Committee on Marijuana Regulations, advising on, drafting and developing regulations for the city in these areas.
